The Silverlight plug-in can be downloaded and installed directly.
Users are only required to have a supported operating system and
supported Web browser installed to use Silverlight applications. All
other requirements to run a Silverlight application are embedded within
the Silverlight plug-in. The Silverlight 2 plug-in installation screen
is shown in the figure below.

As a developer with Visual Studio 2008 installed, you will want to
download and install the Silverlight 2 Tools for Visual Studio 2008 SP1.
This download includes the Silverlight 2
plug-in, the Silverlight 2 software development kit (SDK), and the
tools for Visual Studio 2008. The Silverlight plug-in installed by the
Silverlight 2 Tools is a special "developer-only" build which includes
more debugging information than the end-user runtime. The Silverlight 2
Tools for Visual Studio 2008 installation wizard is shown in the figure
below:
